Does a rim have to fit onto the hub of my car for it to be safely used

I have a set of winter tires with steel rims that do not fit onto the hub of my car, but rather can only be fitted with my steel lug bolts. Is that fine?

No, it is not. Those cars rely on the hub to center the wheel.
