1999 Dodge Van Blower replacement

With switch on high the blower runs sometimes but not at high speed.

Possible problems?

Where is blowern located and how do you change.

Is this a sign of a bad blower resistor?

How can I be sure?

If I were you I would change them both out, the blower motor is located on the same air box as the resistor is, but is way lower and is set back a little bit in the engine compartment
