failed for HC in new jersey

my van failed for HC by 14 points nj requires a HC reading of 100. the vans was 114. i did a tune up, plugs wires, rotor cap, air cleaner and pcv. should i try a new cat..

This measurement is measuring how much raw fuel or hydrocarbons exist in the exhaust.

So, this could be a converter but before we go there, we need to run through these guides and make sure there are no codes and then review the smog test guide as well since NJ is similar to CA.

Next, we are going to have to test the converter to find out if it is reducing the hydrocarbons enough. If the engine is running properly and not misfiring, then more than likely the converter has failed.
