2004 Dodge Truck Engine Lacking Performance at higher altit

I live in Hawaii were we normally drive around at sea level to 200 feet at max above. I went up on the mountain at about 3000 feet above sea level. This has not been the first time either. It just seems like there is no power at all when i press the gas pedal and i have to down shift on flat roads to accelarate.
I had my truck for about 4 months now and like 3 times a month it willl at idle(600RPM) just run rough(Drop to 475-500RPM), battery voltage will drop, lights will dim and ect and then just run at (600) again normally. This problem never occured at a higher alltitude?
Any suggestions. I have changed my oil recently with correct viscosity, checked my air filter but i can not find an fuel filter???

u may have to have the PCM flashed at the dealer
check with them !!
