Hello,
You can try using a large set of Channel Lock Pliers and turn it off. They will sometimes have a tendency to weld themselves in if they are not removed regularly. Just be very carefull not to break it. You may want the engine at Normal Operating temp or at least warm before trying.

Thank-You Sooooooo Much for your help. I just purchased the Truck today and was checking fluids etc. I Suppose it is just stuck then, i'll keep trying. Hugz, Kat
