2000 Dodge Truck Two Wheel Drive Automatic 140100 miles

I have a 2000 Dodge Ram 2500 Diesel 5.9 turbo. I get around 17 miles per gallon, when I am not pulling anything, but it drops to between 10 and 11 when I am towing an 7,000 lb camper. My coworkers say this is unusual and I should get 17 miles per gallon whether I am pulling anything or not. I bought this truck used and was wondering if it may have been programmed previously, if so what can I do to reset it to the factory settings.
