hard to turn out of parking space

For the last 3 or 4 days I've been having trouble turning my car out of parking spaces when i'm just starting up. It takes a lot of mustle to turn the wheel and perhaps the next turn or two to get out of the parking lot. But after that I can turn my car just fine with no troubles. I thought it was the fluid but my level is fine, I even added a small bit to put it at the line. I read on here about the power steering pump, or the power steering belt. Can anyone give me clues on how to tell which one it is? Are these problems something I can do at home or do I need to take it to a shop? If it's the belt, where is it and what do I do?
I would really appreciate all the help I can get, I'm 22 and can't afford a costly repair.

on a light car like yours, it would seem either the pump or the rack has problems...
