20Amp Ignition,fuel,starter fuse under hood keeps blowing

I have a 1996 Dodge Stratus 2.4L with 113,000 miles.The 20 Amp ignition fuse under the hood keeps blowing. There doesn't seem to be any regular occurance that happens before the fuse blows. I replace the fuse and it blows again, i can replace anywhere from one to ten fuses and all of a sudden it will start. A guy at the local Auto Zone told me there is a problem with the wiring harness in this model. He claims it comes out of the fire wall and makes a sharp turn down and then back up again causing it to short out. Does anybody have any tips or have they ever had this problem before????

Can you tell us what fuse you are dealing with?
What circuits does it control?
