Have no fire going to coil pack, pcm has low voltage codes. Pcm will not allow codes to be erased several codes low voltage. could pcm be bad?

Have you checked the voltage of your battery? The battery voltage readings when the car is off and cold should be between 12.5 and 12.8 volts.
If there isn't enough voltage across the ignition coil pack then there really isn't going to be any spark to the spark plugs.
