2001 Dodge Stratus Noise when I brake

My question is concerning a 2001 Dodge Stratus. It makes a loud squeaking noise when I brake between 0-15MPH. The noise is not continuous either. In other words, it comes on for 1 second then off for 1 second then back on again; kind of like a cycle. At first I thought it was my lose ball joint but after I replaced that, it continued to make the same noise. i also tightened all bolts on the lower control arm to make sure it wasn't that either. I know its not the brake pads because they are about 60% and the rotors don't have any weird striations on it that would indicate that metal is rubbing on metal. My father tells me that it might be a crooked rotor but it doesn't wobble when I brake. I'm starting to think it is the rotor. What do you think?
