2000 Dodge Stratus strange compression readings

timing belt broke two years ago and it has been sitting since. I recently aquired the car and put new belt water pump and both idlers on front of motor. Havent put other belts on till i hear it run.As it cranks over sounds like starter is dragging but had it checked and it tested good. Anyway it doesnt start so i check spark and it looks good and i have fuel at rail so i check compression, all holes at least once show over 100 psi but most times only 10 psi what could be going on. i would think if i get over 100 psi i sholldnt have bent valves but i am at a loss of thought. Really dont wanna pull head if i dont have to. Any help would be great.

is this a 2.0 or a 2.4??? also, if it shows 10psi most times, then 100psi, pistons may have hit the valves... before i go researching, correct me with the engine size so i can verify if its an interferance engine.
