can i charge the battery and try to start the car while the charger is hooked up ?

is charging or jumping a car better? should i jump or charge

You should NEVER charge the battery while it is connected.

Charging the battery is better than jumping it. Jumping is temporary and will also drain the other battery over time if it is jumped several times. Charging is more of a long term fix without having to replace the batter.
