2002 Dodge Ram compressor short cycling

When driving down the road the A/C system works normally, cooling well, indicating that it has a normal refrigerant charge and that the compressor is functioning ok. However, at idle the compressor short cycles to the point of not cooling. The engine cooling fan seems to be spinning properly also. Could this be a pressure switch or air flow problem? Also the pressure switch has three wires connected to it. Is this a switch which measures both high and low pressure?

We need to look at the low pressure switch first ok. NO it is supply wire a signal wire and ground wire. I have included a pic of the switch in question and where it is. I need you to unplug this and make a jumper and jump the terms and see if the compressor runs. If so then you need to check to make sure the system is full and if it is full then the this switch should be replaced.
