2000 Dodge Ram RAM RUNNING WIDE-OPEN!

5.2L with cruise control, son had cruise on but when he hit the brake, the engine went into wide-open and he had to ride the brakes to get it home. Can't find a fuse for the cruise control, but the light's not on. Had him try and put it into reverse but wheels still spinning and engine running wide open. Linkage not bound up, throttle is closed. Cannot get the engine to slow down. Suspect a sensor (TPS) or the PCM. Other ideas?

If the throttle plate is closed then air must be getting in through the ISC idle speed controler. Mount on throttle body has wires pluged to it.
Remove see if the pental is retracted.
