1999 Dodge Ram rear wheels won't turn when rear end is lift

I replaced leaky wheel bearings on the rear drums reciently, and when I put everything back together, the rear wheels won't spin when it is still jacked up. It will move but it feels like the emergency brake is still engaged, even though you can see the tension release when the e-brake peddel is engaged and disengaged.

WHen you replaced the axles, are you sure the splines aligned properly? Can you turn the wheel by hand? If you remove the drum, can you spin the axle?
