1999 Dodge Ram No power to coil

I have a 99 ram 2500 with a 5.9. The truck died while driving without warning and hasn't restarted since. I have replaced the cam sensor, the crank sensor, the coil and the PCM. I still cannot find any voltage to the harness that supplies power to the coil. What could I be missing?

It switches and shows the correct continuity under power. The panel it plugs into shows no power to the terminal that corresponds to terminal 30 of the relay. This should be constant hot. The switched power terminal is fine and reads 12.54 volts with the key on.
