1999 Dodge Ram High idle

Hello, I have a 5.2 auto ram 1500. I have installed a port and polished TB. I was told after install to disconnect batt for 2+ min. to reset PCM/ ECM. this was for PCM/ ECM relearn intake airflow that is now greater (less restritive anyway)
After doing as instructed i found my idle to be high!
Turn key and it revs up to 1500rpm and falls to 950rpm when warm it is 900. A.C. and in gear it sits at 675rpm. Gear only...750. Park 900rpm.
I was told my IAC may be bad from the TB swap. I just replaced with a new IAC and after the innitial start up it slowly stepped down to same #'s as above.
I also have a unstable idle fuctuates 50-80rpm when warm. I thought the new IAC would correct this as well...
few other modifiations to note: (just in case!)
Poweraid TB spacer
Cold air intake
3" exhaust
Ca. is tight on smog req. I almost failed due to minor idle fluctuation...now a high idle... i will fail next time reguardless that the truck is only putting out 1/10th the allowable limmits.

Have you checked TPS see if it is set right? A scan tool like Snap-On Modis would help in sorting out. With all the Mods. PCM make need flashing and.or reprogramed. Have you been in touch with manifold manufactures Tech support?
