1996 Dodge Ram V6 Four Wheel Drive Manual 200000 miles

I have a 1996 Dodge Cummins 2500. The truck dies and has a very difficult time starting once the fuel level in the tank gets down below half full. I had the expensive pump (I believe the injection pump?) replaced. It didn't remedy problem. Truck runs fine when fuel level is above half.

Have someone turn key ON position not start while you are under fuel tank see if fuel transfer pump in tank comes on should run for about 3-5 seconds then goes off.If not look in fuse box under hood there is a fuse and a relay when my 1997 dodge did this it would start run for about 1 minute then quit then took forever to get it started again i parked it facing downhill till i got the transfer pump changed.
