1995 Dodge Ram Low fuel pressure

My 1995 Dodge Ram 1500 with 318 shuts down when it is put into gear (auto. Trans.). I have just 15lbs. of fuel pressure and it should be 35 to 45 PSI, so I replaced the fuel pump. This did not solve the problem I still have 15 PSI. Tried swapping relays and running a hot wire to the pump side of the relay, no help.

have you tested the fuel pressure regulator?

Yes, the fuel pressure regulator is part of the fuel pump assy. and I have replaced the whole unit. The fuel pressure is exactly the same, 15 PSI.

Im not trying to sound silly but I am just trying to go from basic to not so basic, now, do you have an inline fuel filter? if so did you check/change it? are you checking fuel pressure from the schrader valve?

No, there is no inline filter and the line from the tank to the fuel rail is clear, I have verified this. I am checking the pressure at the fuel rail schrader valve.
This has me stumped! I am going to check and make sure I have 12 volts minimum at the pump. It's the only thing I can think of.

and just because its a new or remanufactured unit, does not mean it doesnt have fault in workmanship, and yes your gonna want to check the voltage at the unit first, but consider switching it too
