1988 Dodge Ram Loading up on fuel

Hi, I have this 1988 Dodge Power Ram 250.It's an automatic 4x4 with a 318 engine and 65000 miles on it.
When the engine idles it floods itself out. I have replaced the: brake booster, egr valve, catalytic converter, map sensor, spark plugs and wires, throttle postioning sensor, canister purge solenoids, fuel body, and distributor and checked for vacuum leaks. It's dumping fuel in the engine and fouling the plugs out. I am out ot ideas and was hoping you have some. Thanks, Paul

If this is a carbed vehicle I would rebuild but injected I would consider a fuel pressure check. Have you determined that if it is fuel injected all of the cylinders are being flooded or is only one or two?

I have put a fuel regulator on it and it didn't help. Yes, all cylinders are being flooded. Thanks again.
