1986 Dodge Ram hubs not locking in

auto hubs not locking in when put in 4x4 high or low does not work but transfer case is locking in what could keep the hubs from locking in

Are you getting vacuum to the actuator on the front axle? (driver's side) Also, I have actually seen them rust. As a result, there isn't enough vacuum to lock in the hubs.
