Electrical problem

will the voltage regulator blow out like a fuse? I was craking engine over and it quit like a fuse blew. no power. the problems i have been having = headlights were flickering and blowing out the highbeams, when power was surging the heater fan would speed up and slow down same time, have replaced battery one of the cells burnt out in old one
