Cooling fans inop when above normal temp.
Fans verified good by connecting directly to battery.
Removed and tested engine coolant temp sensor - at 200 degrees, 800ohms - good
Fuse good
Didn't see a relay

Any ideas?

99 Dodge Caravan, 3.3 liter engine w/ 105k miles

I replaced all 3 relays underneath the dashboard, no change.
I started replacing relays in the PDC in the engine compartment, no change. I also verified the operation of each relay in the PDC by testing its primary function (horn, wipers, fuel pump, etc) and they all work. The only thing I can find specifically identifying the radiator fans is a 40-A fuse in the PDC.

The schematic shows a relay between the PCM and the fans, but I can't find it anywhere in the vehicle.

Bought an OBDII reader to look further.

I checked my book. It says to test the relay but does not identify its location.
Ley us know what you find.

I had the same problem on my '92 Grand Caravan. All the relays were fine, I took it to the dealer and it was a blown fusuble link. Check continuity in the wiring.
