1989 Other Dodge Models Hesetates and loses power

I have a Power Ram 50, carbureted 2.6L, no AC, that hesitates and bogs when accelerating or a strain like going up a hill. On level ground when accelerating it feels like it the float bowl runs out of gas until you let off the gas and it will recover. At highway speed going up a slight hill it loses 10-20 MPH depending on how it feels. It seems to do better in the mornings than the afternoons. Both cases it is very slow throttle movements or it will hesitate. I replaced the fuel pump and filter, checked the float level. The cat was just pressure check good. The plugs were just replaced. The EGR valve diaphragm holds pressure and seems to move freely. I couldn�t find any value of what pressure it should move. Any ideas would be greatly appreciated.
