2005 Dodge Neon 4 cyl Two Wheel Drive Automatic

Our car was recently in an accident and the
ECM is damaged. We bought a used one with the exact same part number. The shop put in the codes found in the manual, but still needed more. When the dealership was called they said that you cannot put a used one in. ONLY brand new which are on back order. Have you heard of this before? Thank you
