2004 Dodge Neon Voltage Fluctuation

I've recently discovered that the voltage on my entire vehicle does not remain constant. I've been told it could be a problem with my regulator, or bad connections from battery to main components. Being that this is my only mode of transportation having the alternator tested will be quit a hassle. So far I've taken out fuses to check each system and nothing has changed in either direction.
Is there anywhere else i can begin troubleshooting before the alternator has to be removed?

check and clean, tighten the battery terminals
you can test the alternator with out removing it out the car
