2004 Dodge Neon SHUTTING OFF

I HAVE A 2004 DOGE NEON THAT BLOWS A FUSE WHEN YOU MAKE A HARD LEFT TURN. YOU LOSE COMPLETE POWER, EVERYTHING LOCKS UP, WANT CRANK, IT IS DEAD. ONCE YOU REPLACE THE 20 AMP FUSE ( HAVE BEEN TOLD IT WAS A STARTER FUSE) IT CRACKS RIGHT BACK UP. I HAVE ALSO BEEN TOLDIT WAS A ABS WIRE HANGING AND RUBBING AGAINST THE TIRE CAUSING IT TO SHORT OUT. WE HAD THAT FIX AND THE ABS LIGHT WENT OF BUT IT IS STILL SHUTTING OFF. TAKING IT TO AUTO ZONE TO HAVE CODES CHECKED BUT WAS TOLD CODES DONE SHOW UP ELECTRICAL PROBLEMS. APPARENTLY THEY ARE JUST GUESSING AND IT IS COSTING ME ALOT OF MONEY FOR THOSE GUESSES, CAN YOU TELL ME WHERE TO START LOOKING FOR THE PROBLEM?

Start by checking for codes which I thing you don't have any, but lets check them
cycle ignition key ON OFF ON OFF ON
read P codes in the odometer area or it will say DONE if no codes
I would suspect a loose wire shorted to ground
check around the starter area and the wiring harness in general
do the twist and turn on the harness
if u can find what fuse is it may be I can find the wiring diagram
does it stall in park if you turn all the way
try to put it in drive hold the brakes turn steering all the way give it a little of gas goes it stall
