2004 Dodge Neon Rough starting

Since the colder weather has come I have noticed when I first start the engine there is a rough kind of sound coming from the engine. A friend told me it is because the oil is cold, but this is worrisome to me. Any suggestions? A belt perhaps? It does go away after the car has warmed up a bit.

The engine reacts different in cold weather could be that the coolant temperature sensor not giving the computer the proper signal that the engine is cold and needs more fuel
