03 Neon with 90k, vehicle is stuck in "limp mode", will not shift out of first gear. OBII shows P0700 and P0750 Replaced the trans control solenoid on the front of the transmission, also the VSS input and output sensors. P0750 is Shift Solenoid A malfunction, is that shift solenoid in the trans control solenoid that was replaced or is it somewhere else. Can't find any information on it?

That's where all shift solenoids are P0750 is a communication fault from solenoid to PCM most likely a wiring problem.

Does the PCM need to be " reflashed " after replacing the trans control solenoid?

That is good step to take PCM maynot be reading parameters of new solenoid

Remove input and output speed sensors. Remove three (3) solenoid/pressure switch assembly-to-case bolts. Remove solenoid/pressure switch assembly and gasket

If you are referring to the one that is in the front of the trans just above the trans pan, it is screwed in with either 3 or 4 bolts. Disconnect the wiring, remove the bolts, and the part will come off. NOTE: You may have to gently pry it off.
