Engine loses power when under load as if it was dropping a cylinder or running on three cylinders just before the down shift when going up a hill. has had a major tune up, fuel injectors, map seneor,camshaft position sensor,coil packand throttle position sensor

Engine code show lean mixture.

Neon 2003 SXT 2.0

Code is P0171 Lean condition on bank 1. Fuel pressure is about 58psi. Fuel pressure/filter has been replaced. I get the impression a fuel injector(all new) is not working. Only happens under high engine loads as in climbing a hill, steady throttle position or just before a down shift is required. Happens at all temps. I have been chasing this all summer.

That code requires a scanner to dianose. It is a complex proceedure that is going to require a trained technician. Try good local shop that is A.S.E. certified.
You have replaced many components all related to problem but not the cause think it is time to stop throwing parts and get a diagnosis.
