2000 Dodge Neon 4 cyl Two Wheel Drive Automatic

We have a 2000 Dodge Neon where only the high beams works. We've checked the lights to ensure they are both high/low beam bulbs, have replaced the headlight switch located in the steering columun and ensured the fuses are functioning properly. We have checked all electrical contacts to make sure there is sufficient electricity to the important areas of the engine. However, when the lights are turned on, only the high beams work

In the diagram, the violet wires under the fuses, are voltage for low bean, right and left. Use a voltage tester on the fuse circuits, headlamps on dim. The violet wire with white tracer carries voltage from dimmer switch to fuses.

There is no power to those 2 fuses (17 & 18), how do we solve this issue?

That voltage comes from the dimmer switch, I'd have to check circuit to and from switch.

So this would cause the high beams to remain on at all times? Even when the running lights are the only thing turned on? There are no other lights, except the high beams, that are ever on

The low beam does use those fuses, the highbeam doesn't. In the diagram violet wire with white tracer is for low beam. Red wire with orange tracer is for high beam.
