hello. i have a 2000 neon. It ran out of gas and stalled. after filling the tank, the engine turned over a few times sputtered..not starting. after the 4th attempt to start it the starter would not engage. starter and starter solinoid is ok, the starter relay is ok. we found no voltage getting to the starter solioid when the key is in the start position. Also, starter fuse is ok.
