there is a direct short somewhere

The wire that's melting away is a live wire shorted to ground and causing the battery to drain and can catch on fire-Get it fix right away

thank you is there any possible way for me to be able to fix it myself
i believe with a little tlc the car will be a great car it is just getting it the care it needs to become that type of car first the previous owners were horrible to this car because of it alot has had to be replaced and i dont know how much money is too much money to sink into this car for the most part i am my own repair person because i do know how to do many things
i have already replaced the
signal switch
the battery
the starter
the barrings
the brakes
the calipers
taken out the automatic car key starter
almost all fuses
if there is any way for me to be able to fix this new problem myself it would be great to know how i have a small problem taking my vehicle to a shop as many times before it has costed me lots and lots of money and they still never resolved the problem it went in for and at this time i am not able to afford it going to a shop
