1998 Dodge Neon no fire to coil pack

my car broke a timing belt, i replaced all bearings gaskets and had all new valves installed after the rebuild it gets fuel but no voltage to coil pack if i unplug the connector and check the voltage two of the wires has 6.7 volts with ignition on but when i plug it back in to the coil the asd and the fuel pump relay clicks twice and i lose the voltage to the coil connector what could cause this??

You need to do the testing at the coil connector, with the engine cranking. When you turn the key on, no crank, the computer will energize the asd and fuel pump relay, I don't know what else, for a couple of seconds, then if there is no rpm signal, it will shut those relays down. With the engine cranking, the computer has to see both the cam and crank signal or it won't ground those relays.

Are there any codes?

With the primary connector loose from the coil pack and the engine cranking, one wire is B+, the other two are grounds, one ground for each coil, each coil fires two plugs. If you have two hot wires, one of the grounds is shorted to voltage. The voltage reading you gave, looks low to me. Does the battery have a full charge, are the battery cables/wires all clean and tight on both ends?
