1996 Neon hard to start when cold

this is a 1996 Dodge Neon, it is an automatic, it was in an accident a few years back but has been repaired, it has 140,000 miles, and it's a 4 Cylinder 2.0L SOHC engine.

after sitting for a few hours and the engine cools off it is hard to start and when it does start it Idles very low (it doesn't have a gauge so I can't tell you how many RPM it normally does or it does when it does this) and when I give it some gas to rev the engine even a little bit it either stalls or the RPM drops very low for a few seconds then it revs really high and it sounds angry, as if 2 cylinders were hitting at once and after the rev it stalls, once I get it to warm up and run smoothly it doesn't sound like it's missing or hitting 2 at once anymore but it does have very low power at first, it just doesn't wanna go, but after it warms up some more it does get back to where it runs fine and then it has no more problems even if I turn it off for a few minutes. and it does use a ton of gas when it does this. when the tank is completely full it does not have so much trouble starting, but it still does this.

Do you have a check engine light or has flashed?

When was the last time it seen a major tune-up

Check the fuel pressure/might also want to check the exhaust system for restriction.

Also have the idle air control valve and throttle position sensor check. We got a long way to go-

well, the check engine light is on yes.

we got it tuned up a few years back, before the accident but it ran fine after the accident.

exhaust is good, how would I check the fuel pressure?
