1996 Dodge Neon - No reverse, forward in N, D, 2 and 1

My daughters 1996 Dodge Neon has no reverse. Other wise the transmission seems okay except that when in Nuetral, it also goes forward as in Drive.

Imchanged the tranny oil and filter but it made no difference.
