1996 Dodge Neon i can't pass emissions

my neon is failing emissions by 5x the limit on co and 2x the limit on hc. i have replaced the evap canister the map sensor the iat sensor the computer the injectors and the exhaust recycle system is running fine. how else can i be failing that bad?

you need to check for codes
do you have check engine light on
and if so scan the system for codes

I don't have any codes that is what is bothering me about the engine

for the readings to be that high the O2 sensor should pick it up
unless its no good
with key on engine off you have check engine light on

I still think you should have it scanned
