How do i locate and replace the thermostat in a 1996 Dodge Neon with 131000 miles.

Welcome to the forum. :) I would suggest purchasing a manual for your vehicle. Check out the link "Repair manuals" in the blue bar to the left.
Normally one of the two large radiator hoses go to the thermostat housing. It is normally held on by a few nuts/bolts, with the thermostat located inside.
Here is a link to an online repair manual. It will do but won't replace having your own manual at your side while working.
