1995 Dodge Neon speedometer will not work

i have tried everything i have read i put in a new cluster, i put in a speed sensor, i soldered the back of the board and still will not work what else is there?

if you are certain the soldering on the circuit board is done correctly and the VSS is good than there must be wiring issue somewhere to the cluster. does the odometer work fine?

no the odometer does not work either that is why i can't figure out what else it would be. the soldering is correct it is not touching anything else it did not flow over on to the green or anything either. i tried another speed sensor just to make sure the new one was not bad what a pain in the ass lol i have followed all the wires i can the mechanic i took it to is stumped too??? who knows
