2002 Dodge Intrepid Cam position sensor voltage

I get an intermitent cam position sensor code and car will not run above 2200 rpm. ocasionally car will not start, turns over but will not fire. Problem is intermitent. Replaced sensor but problem reapeared. Hayes manual says I should have 8 volts from PCM for this sensor but I only read 4.99 Power feed wire from pcm is on the very bottom of pcm connector so wire is bent at 90 degrees as it exits contact inside connector, however I cannot get the wire to go intermittent when testing with meter. Contacts are clean on both ends. I think votage to sensor is too low at 4.99v to operate properly but don't know for sure. I was not able to locate another source of 8 volts on the pcm wiring.

this is the correct volts
use a scanner tool and check if cam sensor and cam sensor are in SYNC

possible and more common is timing off
