1993 Dodge Dynasty line/wire hanging

i have a line/wire dragging from the bottom passenger side... can this be a hood release wire ? cause my hood doesnt close and the hood release thats in my car it does not pull out to pop the hood
if not what can this be thats hanging i will add a picture of whats hanging
