2005 Dodge Durango Instrument Panel Cluster recall

A while ago my int. lights would not go out. Took the fuse out to make this stop. When it rains the check engine light comes on and then goes off when it is dry out. Last week when I was driving all of the lights on the dash were going on and off and the spedometer, turn signals etc would not work. I called the dealer and I brought my Durango in to the shop. I had asked them if the recall had been done on the instrument panel cluster and they said it was. He later calls me back and says that he would need to order a new instrument panel cluster because the problem with the int. lights caused the wiring going into the insturment panel cluster to burn. I asked him if he was sure it was not due to the recall and he said yes. I think were getting screwed because from all of the problems I have read is sounds like it is caused from the cluster.
Please advise.

Integerated circuit in instrument cluster that controls interior lighting may over heat. Potential dash fire.
Replace under warranty.
