My right front blinker light blinks too fast. Only one of them blinks and the other stays on steady (doesn't blink). Do I need to replace a bulb?

All my lights work. The bulb next to the one that is blink irratically will not blink. It is supposed to, but stay steady. Is this the one that should be replaced?

start by replacing that bulb and also
IF ITS in the front look or check the rear bulbs on the same side
so if the front light up but dont blink must likely the rear bulb is out or vice versa
