1998 Dodge Durango air in dash will not switch to max ac ve

The vent selector switch will not switch the air to the dash for max ac. found the actuator under the dash and it does switch but the arm seems to have come loose from the damper. how do you get to this damper. i have taken the whole dash cover out and no luck. is there an easier way to get there.
