1998 Dodge Dakota Stiff then loose steering at slow speeds

My 98 Dodge Dakota has developed a stiffness in the steering that gives way to looseness at slow speeds. I just had a mechanic replace the rack-and-pinion steering on it, but that didn't fix the problem. He did mention that my ball joints are going bad. Would that cause the stiffness in my steering? This came on over night, there was no gradual build-up. Wouldn't worn out ball-joints develop over time?

all need to be checked
also check the steering shaft u joints
