1998 Dodge Dakota Is it bad

Got codes P0138 and P0135. Changed upstream and downstream O2 sensors and blown 20 amp fuse in heater circuitry at power distribution box. Checked signal voltage to both sensors by the book and got 4 volts at connector and at computer. Shop manual says I should be getting 0.4 volts. Drove the car for over 60 miles and still getting same codes. Does this indicate a bad computer to you? All this started because the truck failed smog. Thanks.

I would start by having the PCM tested. It shouldn't be getting that much power.
