1998 Dodge Dakota horn and air compressor not functioning p

Had my truck repaired by my dad who was an ase certified. he replace my air compressor. My horn is connected to an alarm which was going off all the time for no reason. so we disconnected both the alarm and horn. Now i can't pass my inspection wothout a horn. been told that the horn not working could be fuse related and be why my air compressor won't turn on.

Hello, check fuse E 20 amp in the power distribution center, under the hood. Also check that the circuit has voltage, hot all the time.
