1997 Dodge Dakota Noise in the instrument panel

I have a 97 Dodge Dakota w/140,000. I've noticed a noice in the area of the instrument panel. The tachometer needle hangs around the 10000 mark. That's what makes me think it's a tach problem.

My question is do I need new instrument panel or is there a part that I could purchase to repair the tach?
