1997 Dodge Dakota Engine turns over, But won't start

Engine turns over, but won't start. But eventually it starts. If I cycles the ignition switch about 6 times. The engine will crank and start. Runs a little rough until it warms up. Then for the rest of the day, it will start everytime with no problems. Thought it might be a filter filter, But the local auto parts store doesn't show a fuel filter that is in-line or in the tank for my truck. I'm thinking that when the truck sets for a long period of time (like overnight) that I'm loosing the fuel line pressure.

Truck has filter it is in assembly with pressure regulator. see figure. Bad part is you have to drop tank to get to. Check pump pressure 44 -55 psi
