Remove the wheel and look for the shiny spots that indicate where it's rubbing. Suspect the caliper wasn't properly seated the last time it was installed after replacing the pads, and one of the mounting bolts isn't in the right place. This will make the caliper lift up and rub on the surface of the wheel. The caliper actually moves slightly away from the side of the wheel when it is applied. Aftermarket wheels can cause this too. Look for weld beads that are hitting the caliper too.
